The Egyptian Regulatory Reform and Development Initiative in Egypt (ERRADA) and the joint initiative of the Organization for Economic Cooperation and Development (OECD) and the European Union (EU) Sigma held a workshop after the launch of the second guide to the development of legislation, as part of its keenness to lay the foundations for the preparation of legislative impact assessment studies in Egypt. Representatives of the Ministries of Justice, Local Development, Energy, Industry and Investment participated in the workshop. Sigma officials and experts expressed their full readiness to provide technical assistance to the “ERRADA” initiative and all concerned parties in the form of an independent project that provides all It was also agreed to organize more workshops in the coming period similar to the workshop held to raise awareness of the importance of the subject of legislative impact assessment and pave the way for the establishment of the rules of institutional entities that will play various roles in this field. The workshop recommended the dissemination of the manual for the preparation and development of secondary legislation, which was prepared in cooperation between “ERRADA” and the Sigma program and was officially launched two days ago, where the manual contains a section on the methodologies, mechanisms and stages of preparation of legislative impact assessment studies. The need to gradually start selecting a set of legislation affecting the business climate such as laws related to investment, land allocation and the granting of industrial and service licenses, as well as work to maximize the use of international expertise in the field of impact assessment. Especially in countries such as the Netherlands, Germany and Italy, in addition to the recent experiences in countries that have made outstanding strides in areas of legislative reform such as Croatia, Serbia and Turkey.
