The Egyptian Regulatory Reform Activity (ERRADA) is a national initiative launched in 2008 to overhaul Egypt's legislative and regulatory framework. Its primary goals include enhancing policymaking, stimulating businesses, encouraging investment, and fostering dialogue between the government and businesses.

ERRADA gained significant momentum after being endorsed at the highest political level and affiliated with the Egyptian Cabinet, supervised by the Ministry of Planning and Economic Development. This endorsement was solidified through Prime Minister Decrees No. 998 and No. 1652 in 2019.

ERRADA's mandate is quite comprehensive, covering:

• Regulatory Reforms: Streamlining business-related regulations to increase economic efficiency and competitiveness.
• Public-Private Dialogue: Facilitating communication between government institutions, private sectors, and civil society.
• Legislative Development: Developing legislation and procedures to support economic growth.

ERRADA's vision: Facilitating a collaborative bridge between government and private sector stakeholders to enhance Egypt's business environment.

Objectives of ERRADA:

• Contributing to the reform of both existing and future legislative frameworks while assisting the government in enhancing the investment climate.
• Supporting the achievement of Egypt’s national economic strategic goals through smart and effective legislation and policies, aligned with sustainable development standards outlined in the Structural Reforms Plan and Egypt Vision 2030, Simplifying administrative procedures.
• Embedding legislative impact assessment in the state’s culture and approach.

Key Responsibilities of ERRADA:

• Proposing amendments to policies and legislation related to the business climate.
• Conducting ex-ante legislative impact assessments (RIA) to evaluate the potential effects of draft laws and decisions, providing opinions and recommendations.
• Performing ex-post legislative impact assessments (RIA) to analyze the outcomes of enacted laws and decisions, offering opinions and recommendations
• Conducting sectoral studies to improve the legislative and regulatory framework of specific sectors
• Streamlining existing legislation to eliminate redundancies and contradictions, Conducting economic and legal studies to support reforms.
• Conducting consultation sessions with stakeholders, including the private sector and government entities.
